Swapping strong plain flour for plain flour

The pistachio sables that are found in Happy Christmas. Can these be made with just plain flour or do I need to use a strong flour? And I don’t have the book in front of me, but the cheese straws made to a similar recipe - would the same apply? If I were to make with plain (or s/r) do I need to adjust anything else in the recipe?
