Soft shortbreads!

Hi, tried to make some short bread biscuits but unfortunately they didn't come out right. I followed the recipe to the letter. They were crisp at the top but doey below. I baked them on gas mark 3,for 1 and 1/4 hours.because the new cooker we have spent seem as powerful as our old cooker.
