Hello Barbara,
You can use either. I always use fresh mozzarella (in water) when it’s not going to be cooked but when you are going to cook it you can use the block or fresh.
The block is less expensing, firmer and much easier to cut and the only option if you want or need to grate it.
We tend to use the fresh in baked pasta dishes when it’s for a bit of a special occasion.
