my pav sends up with a thicker sugary layer at the bottom......it''s still good but why does thisnhappen...oven temp ?

Could it be that you've not whisked in the sugar enough? When I do mine, I rub the mixture between thumb and forefinger and if it's still a bit gritty/grainy, then I whisk it some more. Keep scraping the side of the bowl and make sure it's all incorporated.
