Alternative to self-raising flour?

Haven't a clue what galangal is, or need to know what to use if you can't buy creme fraiche locally? We're sure our knowledgeable members will be able to point you in the right direction...

Alternative to self-raising flour?

Does anyone know of an alternative to using self-raising flour in receipes? I live in Russia and it's impossible to get hold of. I'd love to know what, if anything, I could add to plain flour to create a similar effect. :-)

SR Flour

If you can't get baking powder, I got the below from an old cook book

To make baking powder you need 8oz cream of tartar, 4oz bicarbonate of soda, 4oz ground rice or conrflour; sift twice & keep in an airtight tin.

To make SR flour. 8lb flour, 6oz cream of tartar, 3oz bicarbonate of soda; sifted together and kept in a screw-top jar or tin until needed. I'm sure you could halve or quarter the recipe if required.
