How does one 'judge' a restaurant?

For years I've been a frequent contributor to Trip Advisor. Some of my reviews have been very negative - so would yours be if you found snails (sic) in your bathroom when spending a penny at four am! Some of my reviews have been very complimentary then I've posted a negative review re-visiting some months later. I got thinking: Suppose you want to give a fair and honest review of a place that is not to your taste, but is a good example of a place others would like? Mussels in garlic might be your favourite, but not exactly good cuisine - any fool can tip loads of garlic into a pan of mussels...

Thinking restaurants rather than hotels, how should one approach the task of writing a fair, critical, honest and useful review?
