Cutting and doubling recipes

What is the general rule on cutting or increasing recipe ingredients? For example, if I want to cut a recipe for 30 bake pieces of lemon drizzle to 15 pieces, or make a 4 inch sponge instead of 8 ins, can I just cut the ingredients in half or is it not that simple?!
